Cecelia Ochoa, Assistant Director

Ms. Cecelia Ochoa is a proud Arizona native who was raised in the West Valley.  She has nearly three decades of public sector experience, beginning her career with the Arizona Department of Economic Security as a teenager.  She was later elevated to the role of Program Manager for the Low-Income Utility Program at Community Action Programs and served in that position for over 15 years.  Cecelia also managed the Emergency Rental Assistance Program at Maricopa County Human Services during the COVID-19 pandemic and managed and oversaw the City of Phoenix Emergency Rental and Utility Assistance Program.


Cecelia earned her bachelor's degree in business administration and is passionate about advocating for families who often go unheard, often drawing upon her own life experiences growing up in poverty. Through her work managing programs and grants at Booker T. Washington that support low-income families, she strives to ensure that others build a better future for themselves and their families.
